2016 Simulated Emergency Preparedness Drill

Exercise Scenario
Vessel “Centaurus Dream” arrived at Kashima in the morning on 14th November and conducted discharging operation at “C” terminal. Total cargo quantity was 175, 414 MT for Nippon Steel and Sumitomo Metal. At around 1400LT on 15th November, severe weather was expected within 24 hours and evacuation advisory was announced. Therefore, more than 3000 DWT vessels were requested to shift to the outside of the port. 1430LT on 15th November, the cargo operation was suspended and the vessel started preparation for sailing. 1600LT pilot embarked and carried out try engine. At the time, main engine malfunction was found and failed to sail out. Vessel immediately started investigation and repair work (the cause of malfunction was stuck in FO booster pump plunger of 4 cylinders out of total 7 cylinders). 1045LT 16th November, repair work was completed and the vessel sailed out at 1145LT safely in the following weather condition. Wind ENE 13m/s, wave 1.0m in port, 3.5m outside port. After un-berthing from “C” terminal, the vessel turned by 3 tug boat and started using M/E with D/S ahead eng. Tug lines were let go and the vessel proceeded to Kashima Fairway. 1210LT, in order to disembark safely, Pilot disembarked between No. 6 & 8 buoy with Master’s permission, which is a bit earlier than normal disembarking. The vessel collided with Central BW end at 1330LT. The vessel got hull damage on her port side around Fr. No. 185. It started flooding to No. 4 Cargo Hold and No. 2 WBT (P) from the broken part (W: 50cm x L 12m.). One crew member working on port side gangway to secure the pilot ladder fell down into the water and another crew got injured on his foot in engine room.

Observations & Recommendations
Drill was carried out successfully. And vessel was able to ballast cargo hold and rescue operation to other crew members was successful. Emergency communication flow was smoothly coordinated. Master suggested abandon ship due to water ingress caused by grounding. All drill components that were tested eventually met and discussed.
